A Pygmy Puff is a miniature Puffskein, sold in Fred and George Weasley's shop "Weasleys' Wizard Wheezes" at Diagon Alley in London. They are sold form cages and come in various shades of pink and purple, in the girls section. Ginny Weasley has a purple Pygmy Puff named Arnold.
